[SOLVED] Help identifying a show by a half-remembered scene

I'm trying to pin down a half remembered scene from a movie or a TV show. I'm most confident that it's from a TV show, but it could also be a movie. I can only remember small snippets, none of which I'm certain are accurate or not false memories, but I'm here to try and get help from my fellow Tilderen!

The scene involves someone being chased by killers who may or may not be employed by some rogue clandestine government agency. Possibly just one, but I think there are two. I think the victim is a teen? The chase leads into an outdoor car park, where the victim is managing to remain hidden. One of the killers deliberately loads/cocks their gun loudly, and starts giving some bravado speech about how he's done it to make the victim feel afraid. It's something along the lines of "Do you hear that? I bet you wonder why I didn't have my gun loaded already. It's because that's a scary sound. And I want you afraid."

That's it. That's the memory. I'm really hoping there's enough to go on here that someone can help me out, because this has been driving me crazy!
