No, if anything it's the inverse: a new show made of old animation. DBZA was something of a seminal show, there's been a lot of other work inspired by its format. What Team Four Star did was they took episodes of Dragonball Z, and then re-edited the episodes with all new dialogue, reinterpretations of the characters and plot, and then combined it with elements of other works (e.g. using a character head gag from Birdman Attorney at Law). The result is a different show with a familiar plot but a completely different story.
