Libby on a phone -> Kindle Paperwhite without WiFi. Possible

Is there any way with the above combination that I can still get a book from Libby on my phone to my Kindle Paperwhite?

At this point, just checkout the book on the phone and then download the title from a shadow library. The library will still get the checkout data and in the end, you're still abiding by the limited-availability of the library system. Just be sure to delete the file when your lease ends.
I've never used Libby so I'm replying with info from a 2 minute google search, but yes, it appears to be possible.
Apparently you can use Adobe Digital Editions to download ebooks from Libby. There is no linux version of ADE, though apparently it runs in WINE. From there, you have a DRM'd epub file. Download Calibre and the DeDRM plugin to remove DRM from the epub. From there you can convert it into kindle format and send it to your kindle.
Can't seem to find a way to get an epub out of the android app. You'll need to check out those books again on Adobe Digital Editions instead.

It might not be necessary to follow all these links but they might be helpful. I'm pretty sure I just used USB (MTP) to copy files to my wife's paperwhite:
It looks like MTP is compatible with OTG so as long as you have a USB cable that connects your kindle to your phone you could use something like Total Commander or MiXplorer to copy files over
I email all my books to the Kindle, to the address they set you up with to @kindle.com. I think it was set up via the.....Amazon account? I agree with @Oxalis : use your Libby as usual and just download from zlibrary --> email to Kindle.
Could you describe you situation a little more? You have internet access on the phone to get to Libby, but don't have access on the Kindle? I feel like there might be a better solution if you gave us some more details.
I don't have WiFi so I can't download the book directly to the Kindle.
Can your phone do a hotspot to share its mobile data with the Kindle?
Edit: or perhaps is it that the WiFi is broken on the kindle?
Libby will let you checkout books to the Kindle App, so you should be able to hook it into your Amazon account and be able to download it to your Paperwhite like you would any other Kindle book out there.

Is it the device that doesn't have WiFi or just your circumstances? Because you can probably find a coffee shop or a library it will let you download from.
Operating under the assumption that you're in the US, if not, see some of the other options.
