I'm sure the GUI (Probably should have specified) could be done better, but Windows is what I'm familiar with. I grew up on Windows and while I go linux where I can, it has consistently been a part of my life for as long as I've used computers. So not having to re-learn or re-configure things too heavily is a huge plus for me. Makes jumping back and forth between operating systems a lot smoother for me.
As far as the command line goes, I absolutely prefer linux's offerings over windows's. Things just make so much more sense linux-side, things tend to be much better and more widely documented, and I'll also add that I use Mintty almost exclusively when I'm using Windows.
My single favorite feature is window rules. I can force any program to be a borderless window. Not great for performance, probably, but so convenient for games.

I love KDE Plasma. It's very Windows-like in all the right ways (UI, imo), with the full customization that linux brings to the table.
