Putting the Punisher skull on your vehicle as a cop says a lot of things about you and none of them are good. The Punisher is a comic book character who is basically a vigilante and his whole thing is that he goes after people who the justice system didn't prosecute / convict / etc for whatever reason. He's not a good person and he knows it. People who are supposed to be upholding the law shouldn't be celebrating a guy who specifically operates outside it.
