    It could cost billions to protect the waterfront of one city from rising sea levels. What do we do? Is it worth it to spend that money to protect this building and others like it? A ferry terminal, even one with historical value, is only so important. How do we prioritize in the face of so many different needs? There are people suffering in SF right now. A billion dollars is only $300 from every person in SF, but is that really what will be the best use of their money?

      Sure. I think just from a tourism revenue angle, it would be easily be a net profit for the city within a decade.

      The majority of SF's problems aren't really ones limited by budget. The biggest is zoning, and upzoning cost negative money. You not only ease the cost of housing, but make additional tax revenue.

      Expensive buildings are often revenue sources, so before going to taxpayers, one question is whether the revenue is enough to pay for them, and if not, how much of a subsidy is needed. The fancy shops in the Ferry Building probably pay a fair bit of rent.

    It would be interesting to know the engineering details involved. Not being an engineer, I don't see how you could lift a building. It would be interesting to learn how it is done.
