I feel like there's less than 0% chance this works. Blizzard is under like 3 layers of corporate supervision now, even if someone felt benevolent (not something they've had a history of recently), they probably couldn't get their bosses bosses boss on board. Especially with servers like this being viewed as basically direct competition to WoW Classic (or Remix, or w/e its called these days.) Blizzard won't touch anything they don't have direct creative control over with a 10 ft pole.
Turtle is also 100% a commercial enterprise. Unlike many of the examples listed on the letter. It is malicious for them to imply it's Blizzard fault for not providing a legal provision for private...

It is malicious for them to imply it's Blizzard fault for not providing a legal provision for private servers. That might make sense for a fan project. Turtle is a full blown business with full time employees. Blizzard didn't force them adopt that model.

I think I've sort of stopped playing wow with an expectation of permanence. I'm not really interested in playing official versions of wow after what blizzard has basically done to the game.
Furthermore, they (blizzard) refuse to provide any form of quality and consistency that these private servers are somehow capable of doing.

When I first started, there were about 150-people on the server and it was super cool what they were doing, still is.
That said, I've abandoned ship. Been doing the Private Server thing for I don't know how long now and this happens periodically and was always in the back of my head, especially as the server grew and especially once they announced the whole UE thing. Told my buddies, who I got hooked on TWoW that that was probably the beginning of the end, because once these things get popular and you start hearing about them in mainstream media (such as PC Gamer), the Eye of Sauron turns its attention toward you.
I don't play too often, so I haven't started looking into other private servers just yet, but I loved what TWoW was doing specifically. I usually play Vanilla servers, so to have something that is basically making Vanilla+ was pretty wonderful and I hope TWoW releases their code and someone else picks up the torch.
But for now, I'm not sure what I'll do when I get that WoW itch now. It's been something I've been getting off and on for 21 years now, so it'll probably happen again. It sucks to see my favorite server probably going down, but it was an inevitability.
