Review scores are garbage and not really useful as an indicator of success, particularly on Steam where they're gamed and trolled and used for jokes so much. And if you're talking about publications, most of them only know four numbers: 7, 8, 9, 10. Beyond that, so many publications accept invitations to press events where "journalists" (if they were journalists they'd not consider accepting things like this) are pampered and given free food, swag, etc., and then asked to write "unbiased" "reviews" of games. Oh, and this doesn't even cover the deals some outlets (coughigncough) have with publishers where they get the first take but can't write anything negative about the piece.
