I do wish they would change up the Steam awards, as I feel they would be a great opportunity to surface lesser known games deserving of attention. Like, for each category, they could have three tiers based on owner/playcount. The top tier gets saved for massive hits with huge fan/player bases, and then the two below it drill down to lesser known titles. If a game only has 1000 owners on Steam but, say, 50 of them submit it as a nomination for a category, that's a game I want to know about! In the current system something like that just gets drowned out.

edit: Added Untitled Goose Game for Innovation, Spiritfarer for Sit Back & Relax, and RDR2 for Story as well. I tried nominating Ori 2 for Visual Style too, but apparently you can't double up nominations, so I kept it as GOTY and went with Manifold Garden (which I played on iOS) for Visual Style.
I hate that I can't put the same game more than once. I get why they do it, but I genuinely want to put Ori and the Will of the Wisps down for several different categories. I ended up slotting it...

I nominated Ori 2 for visual style, Factorio for labor of love, RDR2 for story.
Any other suggestions?

Goose Game for innovative gameplay is a good one; done that too.
