And adult racoon is going to be larger than a raptor or fox and those animals aren't really pack hunters like wolves.

Unlike the states, Europe has far fewer predators of raccoons. Can’t imagine this problem getting any better without intervention.
Where I live in Germany there are tons of large raptors, wolves and foxes, but they don't seem to affect the raccoon population.
