There are 4000 dead kids. They're obviously targeting civilians, specifically children. I'm optimistic about the medium and long term, I think people in the first world are maybe finally tired enough of our deeply evil foreign policy to do something about it. But at the moment we just have to cope with child murder and endless spin about how this is really The One Good Genocide and its truly soulsucking.

The global community has continually refused to depose or otherwise unseat Hamas, which may not be the wrong move, but the Palestinian people are suffering deeply for it.

If you know that Hamas has forced civilians to stay in an area you plan to bomb, and then you bomb that area anyway, you are intentionally bombing civilians. If a terrorist takes a hostage, you don't get to shoot the hostage to get to the terrorist.
This is even presupposing that it is okay to tell people you're going to bomb their home and it's their fault if they don't get out of the way of your bombs.

That said, a hospital or school may become a legitimate military target if it contributes to specific military operations of the enemy and if its destruction offers a definite military advantage for the attacking side.
If there is any doubt, they cannot be attacked. Hospitals only lose their protection in certain circumstances - for example if a hospital is being used as a base from which to launch an attack, as a weapons depot, or to hide healthy soldiers/fighters. And there are certain conditions too.
Before a party to a conflict can respond to such acts by attacking, it has to give a warning, with a time limit, and the other party has to have ignored that warning.
