Japanese Prime Minister Fumio Kishida, in a surprise move Wednesday, announced he will not run in the upcoming party leadership vote in September, paving the way for Japan to have a new prime minister.

“We need to clearly show an LDP reborn,” Kishida told a news conference on Wednesday. “In order to show a changing LDP, the most obvious first step is for me to bow out.”

Stung by his party’s corruption scandals, Kishida has suffered dwindling support ratings that have dipped below 20%.

Regaining public trust in politics is crucial for tackling difficult situations in and outside Japan, he said and called on aspiring party lawmakers to run for leadership and hold active policy debates during the campaign.

Maybe it's a cultural difference, but when I hear "to resign", I would have thought that meant he's stepping down basically immediately (or soon) and someone else is taking over for the remainder of his term. The summary seems to indicate he's just not running for re-election, which is what Biden is doing. I don't consider that "resigning" in the traditional sense.

I think it's a bit different in the prime minister/parliament system. It doesn't change who people vote for, but it changes who will win

He is stepping down next month. According to Wikipedia should be by the end of the month. They take effect immediately.

LDP would establish an election committee for the presidential election on July 26. The 11-person committee is headed by Diet Member Ichiro Aisawa, and will most likely determine the election date to be between September 20 to 30, with the two most likely dates being the 20th and 27th.

My guess is that they are going to elect Taro Kono, who is decent, and far more socially liberal than normal, even if I strongly dislike his general nuclear policy.
