Not OP, but that's the thing, isn't it? Why does it please their voters to enact legislation like this?

So they can feel that their beliefs are right, at the expense of the legal recognition of people who they may never meet, or realize are trans?

Trans people won't just disappear off the face of the earth. There are even conservative trans people. This law doesn't magically eradicate people being trans.

So what does this achieve, and why do trans people have to pay the price?

Why does it please their voters to enact legislation like this?

This starts with the "Trump rallies economically disenfranchised working class whites with calls to "Make America 'great' 'again.' " line which we were fed in the MSM through the '16 election cycle. The big questions those outside the movement had were what do "great" and "again" mean? And what does it mean about the support trump is rallying? Why does this slogan work?

I will save you the time getting to the answer and leave my proof until later. "Great" means "degrading to groups who have made civil right inroads since the 60s" and again means "compared to the 1960s." This is effective because the working class whites feel that their degraded economic position can be attributed to the civil rights of alphabet soup-ers and PsOC.

why do trans people have to pay the price?

Just like the Nazis needed to scapegoat the Jews, the Maga Party needs a scapegoat so they can present a simplistic, false account of why the working class in America is so badly off. Rather than present a real challenge to the systems of oppression that keep the working poor down, like Bernie would have, Trump just lied to take power.

Don't blame the billionaires for your poverty. Don't present a nuanced account of America's economic history and the systemic oppression that colors it. Blame social changes and the democrats. Blame the sorts of changes they have made to America. Make it great again by undoing Roe v. Wade and Title IX and whatever else offends these people.

Why do we need scapegoats? Why do they need to be protected classes? Because its simple and simple is comforting and confirms what they had suspected all along - that Black power means white oppression.

There's a certain proportion of the general population who feel that it is unfair if people different from themselves are treated just as they are. It's almost entirely a status thing, I think....

That's why there's always a resistance among the dominant class of person, when moves are made to uplift the underprivileged classes to the same level.

When you are accustomed to privilege, equality feels like oppression.

I've seen it around online, but I don't think it's attributed to anyone in particular.

It gives them someone else to point the finger at. It's easier to invent a boogeyman than it is to admit that it is you.

It's an oversimplification specifically designed to further an agenda, that's it.

At risk of stumbling into a minefield here, I think the solution would be an indication of the genetic traits (sex) of a person in situations it is relevant (birth certificate, anything medically related, certain athletics), with indication/acceptance of the gender where genetics won't matter as much as gender identity (ID cards, census info, bathroom use, the article-given examples of schools, prisons, and shelters), which could be determined easily enough by one's presentation for situations like schools and driver's licenses, but for more risky situations (prisons, military) could be determined via evaluation on in-processing and handled accordingly.
