"Great" means "degrading to groups who have made civil right inroads since the 60s" and again means "compared to the 1960s." This is effective because the working class whites feel that their degraded economic position can be attributed to the civil rights of alphabet soup-ers and PsOC.

Rather than present a real challenge to the systems of oppression that keep the working poor down, like Bernie would have, Trump just lied to take power.
Don't blame the billionaires for your poverty. Don't present a nuanced account of America's economic history and the systemic oppression that colors it. Blame social changes and the democrats. Blame the sorts of changes they have made to America. Make it great again by undoing Roe v. Wade and Title IX and whatever else offends these people.
Why do we need scapegoats? Why do they need to be protected classes? Because its simple and simple is comforting and confirms what they had suspected all along - that Black power means white oppression.
