I try to limit my news consumption and only read rather than watch or listen to news. Speaking only for myself, I'm drawing on books I've read by people who have survived prison experiences, wars or living under governments that were actively hostile to their well being. Day by day, strengthening relationships and finding small satisfactions where you can seems to be helpful.

Neither has any special reason to be opposed to PEPFAR—the program is traditionally bipartisan! The only reason they’re cutting it is likely that they haven’t heard about it.

I see it as an example of the “America First” nonsense that Trump has built his platform around. They’re “making America great again” by removing all those pesky foreign expenses holding us back....

It’s far from the first foreign aid program that Trump has criticized, and I recall that he also tried to frame the war in Ukraine as a “why should we give them money” problem.
In reality I would guess that Trump couldn’t care less about these people in the first place, and even less so since the platform he’s been running on gives him an excuse. It’s despicable either way, but also completely in line with his rhetoric.
I mean, yes, that means there is some hope for it, but malicious levels of negligence doesn't feel all that much better when the outcome may be the same.

The U.S. State Department said on Saturday that the President's Emergency Plan for AIDS Relief (PEPFAR) — the world's leading HIV initiative - was covered by a waiver for life-saving humanitarian assistance during a 90-day pause in foreign aid.

Secretary of State Marco Rubio initially issued a waiver for emergency food aid and then on Tuesday for life-saving medicine, medical services, food, shelter and subsistence help. However, the lack of detail in Trump's order and the ensuing waivers has left aid groups confused as to whether their work can continue.
So on Saturday the State Department's Bureau of Global Health Security and Diplomacy issued a memo, seen by Reuters, clarifying that PEPFAR was covered by the Jan. 28 memo and spelling out what activities were allowed.
These include: life-saving HIV care and treatment services, including testing and counseling, prevention and treatment of infections including tuberculosis (TB), laboratory services, and procurement and supply chain for commodities/medicines. It also allows prevention of mother-to-child transmission services.
"Any other activities not specifically mentioned in this guidance may not be resumed without express approval," it said.
