It's a stupid tweet but how exactly is it racist when Trump has a history of calling white critics things like, "Low IQ", "Psycho" and "Unintelligent"? His insults are arguably part of what won him the Republican primary. Do we really need to sensationalize the story?

I would say it's a line that can cut both ways. You can on the one hand see it as adding on to a long history of dismissive, offensive behavior specifically aimed at minority people ("shithole countries," "they're rapists and some I suspect are good people," "Look at my African American over there. Look at him" not even to get into the policy priorities that have racism tinged all over them such as the horribly botched initial Muslim Travel Ban). On the other hand you can see it as consistent with bombast directed chiefly at people who disagree with him, where you have similar behavior to stuff such as Arnold related tweets, Amazon/Wash-Po tweets, Trudeau treatment, etc.
I don't see much need to distinguish very strongly between the two behaviors myself. He has a history of being a dickweed, especially toward people of color, and this is consistent with both being a dickweed and being a dickweed at people of color.

It seem's like he has a history of using this insult?

Well a few people, there's also Robert De Niro and Mika Brzezinski. Not that I don't hate the tweet too, just keeping things factual.
