Google doesn't have the best track record for privacy so that might not be the solution you're looking for. I imagine most cloud based photo solutions will have a similar feature.

I'm pretty sure you can set up multiple users with different permissions, but I'm not sure of the state of that right now. Worth a look if you're interested in self-hosting (even if that means on AWS or something).

If you're up to the technical learning curve, I recommend Nextcloud. I've been very satisfied with it for years. Self-managed, and as private or shared as you want or allow it to be.

We intentionally set out to avoid having our kids featured in photos on public social media (group photos where they are not named or the focus of the photo we allow our family to post) until they are old enough to choose for themselves. Anyone that is truely interested in seeing our kids are invited to join and it really weeds out the casually interested.

I second this! Immich is fantastic and very active project. It has Android app too, and I dare to say it is better than Google Photos app.
