It tends to happen more on longer comments than shorter ones. For example, I had barely pressed 'post comment' on this comment, and it already had 1 vote. It's also happened occasionally to comments buried further down in comment trees (thus making them less visible).
Maybe it is just people voting manually, but fuck they're voting fast!

But if you had voted instead of replied it would have seemed awful quick. My guess is that it might just be due to the "activity" sort default, so people can notice new comments in threads...
