He wouldn't have gotten caught, but he wanted to. Even then it took Caltran 8 years to replace the sign with something pretty much the same as his work.
He has done other things like it, currently unknown, since he can now keep his mouth closed about it.
Anarchy in action. I'm tempted to do the same to replace the crosswalk signage near my house to newer, more-visible versions.
