Eh... I think Bell Canada is probably more to blame for this than anyone at HBO. Bell likely bought the exclusive distribution rights to the show in Canada for their Crave platform, where the latest episodes and last 7 seasons are available to watch here. So HBO's region blocking of Canadians on YouTube is probably contractually obligated since Bell wants Canadians to subscribe to Crave in order to watch it.
I’d guess episodes of a current events show like this have a pretty short shelf life. How much of that back catalog does anyone actually want to rewatch?

Especially since a lot of the subjects are like "hey here's this topic that you've never really thought much about but here's why it's a problem and fyi it's been going on for decades and something should really be done about it" and then you realize that the same problem persists today, ten years after that episode aired, which drives home the point even further.
In addition to what @rosco said, there was a whole thing where old episodes were taken off Max for that exact same line of reasoning, so this may be a response to that.
