In the first episode he clearly sees how the bad guy murders someone in cold blood, then after perusing him escaping in a car and Spider-man clearly killing some of the goons, he lets him get away unscratched.

It's always cause it's too expensive to make and not enough people watch it.
I haven't seen it, but I just assumed it would be a limited series because it didn't seem like something that would really happen.
