This is not really wrong, but worth noting that the tokens come from the Stellar Development Foundation, not Keybase.
For background, SDF holds a large amount of the Lumen tokens for community distribution. Their stated goal is to prevent early accumulation of tokens, so they mostly gift these to various projects. Keybase probably seemed like a good target as they host the official Stellar community. It's hard to say what kind of agreement is between them exactly, but it's not likely that Keybase paid for these tokens as they're funded by SDF anyway.
So more like "Stellar is throwing the tokens around to get people to use them".

I guess this is to get more signups (old github/hn accounts are eligible for this thing), they also ask for at least 3 devices or 3 paperkeys. Stellar website thingy is behind cloudflare which asks to fill recaptcha so coudn't get more info on how these lumens can be used besides from transferring to other accounts.

imo not worth the time, there can be infinite accounts claming those lumens and so technically you can get 0 lumens for the time put into the keybase app which is not that good to use. Also otherwise why would you use these if the foundation can simply create more coins and devalue the coins you own. They have done drops like these previously too.

As an added bonus, SDF is giving out 100 million more EVERY month, totaling 2 billion Lumens, and you can choose to keep participating, no strings attached. (There is some fine print such as no individual receiving more than $500 USD worth.

Lumens (XLM) are units of digital currency. They are the native assets of the Stellar network, although Stellar supports other tokens and currencies.
What are they worth?
As this email is getting sent, 1 XLM = $0.06 USD (Source: coinmarketcap.com). So far it is the crypto-currency that is the best designed for international transactions. Keybase makes it secure on top of that, as Keybase servers never know your Stellar private keys.

You can exchange them for other cryptocurrencies or "fiat" money (i.e. something your local supermarket will accept) at various online exchanges. Coinbase is probably the most well-known one, but...
