Half the job is doing illegal shit, whether it's domestic or international law. The public scrutiny only goes so far, too. Intelligence agencies tend to self fund the really illegal shit with off the books business ventures that are often illegal in and of themselves.

That was fun, managed to complete it decently quickly. Years of point and click games have trained me well it seems! Loved all of the James Bond references as well.

It's surprisingly well put together and charming for a game made by a government org. They must have put some budget into it.
Government can do awesome things, when corruption is minimized and public spirit is maximized.
I doubt MI5 made this out of their public spirit.
