It is a bit more limited than I hoped. Sounds like nicer UX and mods won't break as easily, but otherwise it offers less than the current modding methods. Still no custom quests/dialogue/maps, and...

The wording in the announcement gave me the sense that they had their hands tied in some way legally on what they could support. Which I guess makes sense given the IP holders involved.

I still can't fathom how people got so angry when updates broke unofficial mods, especially because it was genuinely no different from every Skyrim update ever.
People don't understand how hard it is to bring modding support in after the fact. You have to do a lot of design work to make it fit.
A nice example are Minecraft's Datapacks, they might not look like much, but under the hood the entire engine is slowly turning data driven, and its going to take a really long time for that to catch up with existing modding tools which are completely unofficial. Granted, that's a game where decompilation is trivial.
This also comes with them using a specific modding platform, and to be honest, I prefer modding be by the community, for the community.
