As of Tuesday, March 17th, noon, for a minimum of 15 days, all outside movement is now forbidden, with exceptions for the following:
Moving from home to work, and from work to home, only in cases where it is not possible to work from home.
Essential purchases in authorized nearby stores
Planned meetings with health workers
Care for your own children
Care for high-risk population (strict limitations apply to prevent transmission)
Physical exercise authorized around your home, and strictly on your own
I imagine near the end of the 15 days they'll have an idea of who's infected without them spreading the infection (for the most part). Seems reasonable, to me.

“Never before in history has France had to take such exceptional measures in a time of peace,” Macron said. “You will no longer be able to see your loved ones… or continue your daily routine.”
I doubt it, but given that France suspended rent + gas, electric, and water bills, I would assume this extends to evictions as well. Not 100% sure though.

Is this basically an exemption that lets you go for a run around the neighborhood? Or is it strictly around your home, i.e., only your own yard?
Definitely means like around your block. Heaps of people in France don't have a yard, let alone one that circles their home.

What happens if your apartment rent contract expires within this time? Are you not allowed to move out?

Given that people are still allowed to work, I don't think this qualifies as a "complete lockdown".
