For people who don’t have friends, Ive found friends by joining other peoples parties, basically. I tried a few meetup groups before I settled on one that meets once a month, I started rollerblading every Tuesday, and playing pool every Thursday. Reliably showing up to places makes me a regular, and all the regulars are friends.
Absent something like Meetup, Facebook groups sometimes have groups related to various hobbies in your area. Indie coffee shops and other places that are aiming to be "third places" will sometimes...

Indie coffee shops and other places that are aiming to be "third places" will sometimes have bulletin boards with flyers and such up for stuff like this. Local universities or community colleges sometimes will have something like that too.

Meetup is a service - www.meetup.com. It's a decent way to find people if you're starting from nothing.

Meetup.com for the monthly and for the other two those days just worked best for me so I started showing up
