The problem with 4 and (less so) 5 is that they try to focus too much on Jack. He's best used as a somewhat side character, while the story needs more grounded characters to focus on, like Will...

In 1, 2 and 3, Jack is a mastermind, but you'd hardly know it. He's not perfect but he's highly observant and in addition to being a top tier fighter, he's got a silver tongue and is able to pull strings and twist situations to his advantage even when it seems the opposite.
Come 4 and 5, and something's changed. Jack's aloofness no longer seems to hide as much intelligence. He's less a manipulator and more of a clown.
(Though I guess one could hand wave this away by saying Jack's time imprisoned in Davy Jones' Locker did a reeeeeal number on his brain)
Jack reminds me of a friend struggling with alcoholism who showed real promise at one point but just keeps falling off the wagon. If we get another film, I hope he gets one more chance to truly shine as he did in the first trilogy.

I assume you're referring to the Brethren Court? That's a fair point - The Brethren Court is really cool and it's disappointing that we don't see more of them beyond the court itself and them...

I would posit that we don't see them in action because of runtime. The movie is already quite long, and devoting more time to a cadre of pirates we literally just met would balloon the length of the movie and might even make viewers more bored.
Also, if you think pirates sword fighting on the rigging of a ship, one of which a scary ass sea monster ghost man, while the ship is circling a massive maelstrom is boring? I question what it takes to keep you entertained.

It's really funny in hindsight how bad the second and third were criticised on their releases, when the next two were so much worse.
