It has some innovations that the ISS doesn't have, such as ion engines for more efficient continuous orbit raising instead of relying on monthly reboosts, and a robotic arm (similar to canadarm on the ISS) which can crawl around the station and help with EVAs. I think part of the reason why you don't see it much is that China don't release that much English information about the minutae of their space program like NASA do, and are also a little bit more guarded about contracts, detailed future plans, etc.

Yeah, I think it's technically illegal for NASA to co-operate with CNSA (Chinese equivalent of NASA) and ESA want to stay in line with US policy, so also won't go.
