I wonder if it’s less of an issue if you bring a Wi-Fi point onboard and feign ignorance, rather than attempting to hide the network and now you’re on the books as trying to hide a unsanctioned private access point. Maybe that’s what the original plan was and then it got out of hand?

I think the issue is that doing so out of ignorance is probably hard to actually get one set up and functioning as desired. If it were easy to bring such a device and set up on the ship without doing so surreptitiously, then they'd presumably get shut down pretty quick on that attempt.

It's easier to feign ignorance when there's no security protocols or measures or any eyes watching out for activity that is in violation of rules, but that just doesn't sound like the case for the circumstances here.

It'd be like wondering if you could bring a gun on board an airplane out of ignorance. Yes there may be some stories out there that have happened, and the TSA is more security theater than actual security in some cases, but in theory it should not be possible to bring a gun on board a plane out of ignorance because the supposed security measures should catch any ordinary way someone would manage to get a gun on the plane. Thus if you actually wanted to get a gun on a plane, you'd need to identify weaknesses in the system to successfully do so. Again, the reality is TSA security measures aren't even that great, but in this case we're to assume that on some level the likelihood that you could just set up a system on the ship and have it functionally work and do it in a way that takes no effort on your part (so you can feign ignorance), seemingly would be difficult to achieve.

On this; I know (through a friend) of an American who (accidentally) took some live ammunition on holiday – TSA apparently didn't blink/notice – hiking in the Himalayas. Indian airport security were not as relaxed and he ended up spending some time in an Indian jail awaiting trial until they eventually let him go.

Firearms are pretty common in the US (whereas in most of the rest of the world they are very prohibited) so I guess people there have a more relaxed approach to them (or at least for TSA if someone accidentally brought a gun it's "oh this happens occasionally" rather than "let's call an armed response unit and cart this person off to prison").

Christ, I’m a gun guy, but I find it nuts that folks just mix and match guns and bags/bins. It’s really not that hard to have a dedicated range bag (or in my case, a bin). I don’t have a whole lot of sympathy for them when they travel to countries with strict gun laws.

According to the Navy Times Article that this article refers to, the person in question in theory knew what she was doing with the unsanctioned network was going against the standard security that was on these ships. Because that was her concentration for her master's degree, which is information security and digital management. So, with that in mind, why did she think that her actions was okay with how the US navy operates these ships, especially with the type of ship that this event had occurred on, and its combat role in the US navy. It's just really fucking stupid to think that her higher ups would be okay with this and that she would get off scot-free with no consequences.

This feels somewhat like a "I'm smarter than everyone and smart enough to get away with this because no one else will understand" sort of thing? I'd think there's enough technically knowledgeable people to prove that wrong. (Well also she got caught so, proof)

Edit: the more I read it the more she reminds me of someone who gets caught and lies harder and harder every time

I bet that they used NordVPN too - you know, to really be sneaky about it.
