This seems like a pretty substance-less article that's entirely based around a flippant tweet from a German politician.
I doubt they'd be interested in Germany anyway. There are much stronger privacy regulations there, and I don't know the details offhand but I'm also fairly sure that they have some strict-yet-vague laws requiring platforms to remove certain types of content (Edit: including NetzDG). All of that's pretty opposite to how Twitter operates, and I doubt they'd be looking to completely overhaul their policies just to be able to relocate to Germany.

This is probably just geopolitical talk, but in all honesty, in the last 4 years a lot of shit that happened just seemed like talk. And then it happened.
