From the article it seems like they may not be actually withholding so much as being incompetent. I’m unsure if that’s worse.

This is very common sadly. Until there are serious repercussions for losing important data or not being able to produce it, there will be no improvement. It's to the companies benefit to fuck up because the penalty for fucking up is often less than the penalty for proving they were at fault, and it also costs money and time to do it right.

More than two months after a door plug panel blew off a Boeing 737 Max 9 jet in midair, the top federal safety investigator says Boeing still has not provided key information that could shed light on what went wrong.

There's a video by mentour pilot that explains what is known about the incident so far pretty well: https://www.youtube.com/watch?v=ROeGKs4xTfs [Edit: typo and unintended timestamp in link to video]

The recent episode of last week tonight with John Oliver also goes into detail how things have been going the wrong way at boing ever since the merger with that other plain company i forgot the name of.

TLDR: cost cutting and a focus on raising stock value and payouts to shareholders. Also outsourcing parts to subcontractors who outsourced to other subcontractors.

Thanks for the hint. Just watched it. It's a good video, but views the incident from a totally different angle.

Mentour Pilot analyzes the whole incident from a technical perspective. He does go a little bit into the relationship between boeing and its subcontractor, but mostly focuses on the timeline of the accident, and the actual technical details of what caused that door plug to be sucked out.

John Oliver's storyline in the Last Week Tonight episode doesn't focus on the technical details of this specific incident, but takes a much closer look at the history of boeing's management and the decisions that guided its corporate structure leading up to the accident, ultimately allowing this and similar defects to slip through quality control.

I think the two videos supplement eachother nicely without too much overlap despite talking about the same general incident. I highly recommend you watch both.
