For the USD to fall out of use another currency must become both large/stable enough to replace it, and be funded by a government others are willing to trust to not manipulate their currency. Barring a radical change in China in opening up and becoming a more rules based and predictable system, there is no replacement at hand for the USD.

USD is not the reserve currency due to its use for oil. USD is in use because it's the only suitable currency for the use.

Project One - Big ass college campus with the best of the best as the teachers and huge amount of advertising money. College tuition is free for the first five years, or whatever is required to get tons and tons of attention from students across the nation.

Project Two - Widespread gigabit or higher internet infrastructure, along with much wider roads and lots of highway infrastructure to allow for an expanding city and new businesses.

Project Three - Massive solar/wind/nuclear power plant to supplant coal/fossil fuel generation.

I can't specify my city as I want to remain private, but I think the above three would be a boon.

This is good intent, but what happens when something like China refusing import of junk happens and the recycling market is now filled to the brim and cannot accept more devices? Something formerly re-usable is now bricked and going to end up in a landfill.

I think this is a bad idea in general, and instead a "trade in" program with the company re-selling the old models for cheap would be far better.
