That reminds me of the magic mushroom situation here in Canada. They're schedule III under the Controlled Drugs and Substances Act, so possession, obtaining, or producing them without a license is illegal, but you can still legally (and easily) order spore syringes, and mycelium laced grow kits without a license. It's only once you actually use them to grow any magic mushrooms without having said license that you have technically broken the law.
