Really feels like a monkey paw situation. We're finally getting the remake everyone has wanted, but it looks like it'll be missing The Answer and FeMC. I'm honestly concerned the social links will be like the original now too where you have to romance every girl.
Let me know if this isn't appropriate for Tildes, but here's a relevant XKCD/meme that summarises the situation.
Yeah, the meme is exactly what it feels like. And sure, maybe there's a genuinely sensible reason here. Maybe they tried, and neither codebase is usable no more, so they had to code something up...

And sure, maybe there's a genuinely sensible reason here. Maybe they tried, and neither codebase is usable no more, so they had to code something up from nothing and this is what they came up with. Only, since we can run the old versions in emulators, it's going to feel massively weird.
However, it could also be they're intentionally withholding these to sell them at 15-20 a pop as DLC. Which would also not surprise me in the least.

I’ve played both FES and Portable. I’m super bummed about the lack of FeMC. During my play through of both, the impression I got was both characters have depression. While male MC’s depression manifested as him being relatively apathetic and uncaring about life, FeMC’s manifested as her putting on a mask and trying to hide her depression behind a friendly exterior. For me personally, this made her much more relatable as that is much more similar to how my depression presents.
DLC maybe? Or maybe Atlus will do their Atlus thing and release a Persona 3: RE:Reloaded with more content. Either way, super bummed about this. My favorite track in the whole series, Time, is...

The thing is a lot of folks, myself included, are going to just hold off buying it because there might be an updated version coming eventually. They're hurting their own sales by not including all...

Unfortunately, while I agree wholeheartedly, there have never been enough people who feel similarly to make a difference in regards to Atlus's business model. It works, and it makes them money. :/

In an Interview with Famitsu Atlus confirmed that "not all elements added in FES are excluded".
The link above is only a pre-published excerpt of the interview coming on the 15ths June; important part is however Niitsuma saying:
I would like to make this clear so that there is no misunderstanding.
"Persona 3 Reload" is a project that started as a remake of the original "Persona 3". However, it does not mean that the elements added in "FES" are not included in "Reload".
He continues to say that parts are included as well as new scenes and interactions. We'll know more after the 15ths.
We'll have to wait to see how this unfolds. I'm still excited for it, but really wanted a redo of The Answer as well since I think it's a good addition to the story with meh gameplay. Would've...

I honestly wonder if Atlus is just incredibly unhappy with all the extra content they've made for P3 over the years or something. They haven't done this with P4 or P5 and their re-releases. To...

To this day, the only way to play the FES afterstory is a PS2 game. It's almost as if they regret both, and would prefer to just pretend neither exists.

That’s if we’re lucky. I think more likely they’ll just never redo that content. Ever. Watch YouTube or play the ps2 game.

No worries. IGN mistranslated stuff.

Original Jap. Source text on the above:

『ペルソナ3 リロード』は、第一にオリジナルの『ペルソナ3』を現行機種向けにリメイクしようとスタートしたプロジェクトですので、『フェス』で追加された本編の後日談や、『ポータブル』の女性主人公は含まれていません。ただし、『フェス』で追加された本編内の要素が『リロード』にいっさい入っていないというわけではありません。

That or it's just a budget thing.
This seems very kind with atlus, I'll still buy it dammit and then I'll buy the ultra version or whatever as well.
