The Portal reference was such an on-the-nose reference that it made me wince. They just copied the voice and lines of dialogue verbatim. And to include that particularly dated meme...I damn near shuddered. Making really blatant references and including popular YTers as voice actors - regardless of actual voice acting ability - comes across as...I don't want to say trashy, but...insincere? It's like another thing that's unintentionally cyberpunk about the game.
Edit: It comes across like something mandated by upper management, to get the game talked about for longer.
I have only played a tiny bit of the game, so I can't really speak to the Easter eggs, but there was something a little stilted and on the nose about the writing I did encounter. The DRM quest in...

The DRM quest in The Witcher 3 is another example of an easter egg that was not at all an easter egg, just a blatant reference and 4th wall break that completely took me out of the game. You have to use a magic key called GOG to break some magic protection called DRM? Come on. I wonder how much of it is the marketing department and how much of it is just people trying to be funny and quirky and not quite grasping what works comedically. Come to think about it, most of the jokes in Witcher didn't really land for me.
Could this be a cultural/national barrier? IIRC The Witcher had plenty of jokes that were funny to Polish people. Maybe they didn't localize well. That said, the DRM quest is definitely not funny....
