I wish our justice systems were more equipped to handle cases like this.
Say, if the top manager's personal wealth is above X% of the challenged sum (meaning they could trivially settle it themselves if they would want to), their personal finances above the sum in question are immediately frozen country-wide until the matter is resolved.
Meaning that in this case Musk would see all but ~1 mil of his money frozen until the property is returned or he paid for it. Then he immediately gets access again.
Because otherwise we run into exactly this issue where people are so rich that they do not have to care about all of this. They need to be made to care by taking the one thing hostage they care about: Their mountain of wealth.
