It is unfortunate Twitter now requires an account. Additionally, as a consequence, mirrors such as Nitter have ceased to work.
Additionally, Twitter will invariably lock your new account if you don't provide a (supposedly optional) phone number. As phone numbers increasingly function as an identity across online services, many may not wish to give up their privacy simply to view a Tweet.
I discussed this in the earlier discussion, but I'll mention it here as well.
For those who really needs to view a linked Tweet, there are methods to circumvent the account requirement:

I suspect this is what technical difficulties look like. Twitter’s technical capacity has been gutted and they’re no longer able to deal with things like DOS attacks, so they’re taking drastic measures.
Another sign of this that I’ve personally noticed is that the search queries that I would normally use to read Twitter haven’t been working for weeks. I can still read the site somewhat by using my account in the normal way, but whether a page loads after clicking on a random link is hit and miss.

I think the only reason I went to twitter (to see tweets someone has linked to) is now dead in the water. So that'll be the end of that for me.
