Damn, that's actually a tough one since LEMMiNO is truly in a class of their own.
And as for mysteries... I don't know any channels that also focus on them exclusively, and produce as consistently high quality stuff as LEMMiNO. However, Johnny Harris occasionally does deep dives into various mysteries, E.g. What’s Really Happening in the Bermuda Triangle (which actually includes a bit of meta-commentary on mystery/conspiracy theory docs ;)

Is the modern popularity of Georgia for filming a result of that 80s push or a separate, second attempt at it? I know it mostly comes down to tax breaks, but like was Georgia part of the plan from the get-go, or was an effort made to reboot the idea somewhere less Floridian after Florida was a flop?

Well you've had Turner Broadcasting there for a long time, and also Tyler Perry's productions and other things. The state began offering big incentives for productions there in the early 2000's, and then offered even more around the time of the 2008 financial crisis. I don't know that it was a concentrated effort by the bigger production houses to make a move TO Georgia, but moreso that it grew a lot of its own production facilities and companies more organically, with the incentives then enticing others to come shoot there.

neo also has similarly interesting stuff, and a similar style as well, E.g. The Densest City on Earth

Cloth Map was also very similar to NoClip (and even interviewed NoClip's Danny O'Dwyer), but sadly they don't make videos at all anymore. :( But all their gaming documentary videos are still worth watching, if you haven't seen them yet. E.g. Cuba's Underground Gaming Network, Mongolia's Video Game Grit, Brazil's Video Game Gray Markets, Made in Brazil: A Game Development Snapshot, Finding Workarounds: Bosnian Video Games & Development, and Croteam: Croatia's Game Dev Pioneers.
And you can also check out the documentaries tag in ~games for more stuff too.
