My interpretation was that it's just having a good laugh about something many of us are at least passingly familiar with, that's usually dry and boring. I don't think it's meant to mock the RFC,...

I don't think it's meant to mock the RFC, it's just calling attention to the fact that the RFC (by necessity) kind of has that tone baked into it, if you read it plainly.
I have, myself, read through the RFC in the past and found myself chuckling at the stray thought that the all-caps "MUST," "MUST NOT," etc. should be read with some inflection. It's fun to see someone else had the same thought, and ran with it to the point of hiring a voice actor. I think it's a great RFC, and a great joke, and a great vocal performance... nothing cruel about it IMHO.
