If you look at the biographical information, he's Filipino-Italian American, and thus provisionally "white" for the couple of generations since World War II.
Race is a fraught topic in that diverse state, and it still astonishes me that I've met bilingual Spanish-speaking people of Hispanic (Cuban, Venezuelan, Columbian, etc.) origin who are rabidly anti-Black racist and anti-immigrant. I know Black people from Caribbean islands who speak of American and Haitian slave-descended Black people with contempt. I know Jews who speak of "them" in hushed tones of terror every time a brown person is around. I can't even count the number of vile epithets I've heard about everyone else from white people of various ethnic origins, including people of ethnicities subjected to prejudice in the U.S. a century ago - Italian, Hungarian, Irish, German... I know gay people who are so racist and sexist I can't even speak with them any more. And they all despise trans people.
There's a Tildes thread elsewhere about what people like or dislike about social media; my hypothesis is that all of these people found online filter bubbles where it was acceptable to say the soft parts about their fear of others out loud, and get validated for this activity to the point that the fear and clustering in increasingly fractionated identities became self-reinforcing.
Certainly, Cesar Sayoc found enough external validation of his paranoid power fantasies to act out.

Yeah, I only hop in /r/the_donald every now and then and see what they are up to. That alone is usually enough for me.
