I agree with you, but it's likely because I have a much worse opinion of Ridley Scott than you do. I swear the reason why Blade Runner and Alien came out so good is because he lucked out on production staff, because most of his other movies aren't that great. He's pretty great at smaller, more intimate films (The Martian is the only other Scott film I really like), but when the wide angle lenses and extras come out it's like he doesn't know what to do.
Even though Villeneuve was obviously trying to ape a lot of Scott's ideas and methodologies with Blade Runner 2099 (his other films show a lot of Scott's influence as well), I honestly don't believe it was a movie that Scott himself would have made nearly as well.
OK, I'll admit I have a soft spot for Legend. It's not necessarily a good movie, but it's certainly a bold attempt at something nobody else could make.
Scott is in the same team as George Lucas of "genius idea-men/worldbuilders, not so good storytellers". Random fact: Ridley Scott created The Good Wife, one of my favorite legal dramas of all time.

Hawley is great. He's got a good sense for capturing the aesthetic for the inspiration / source. Have you been watching the current season of RbW? Its three episodes in and is pretty good so far.

Ridley Scott is creating Gladiator 2, an Alien prequel, Blade Runner 3.0, all in the next few years? Hmmmmm.
It'll most likely be like Raised by Wolves where he directs two episodes. Same with Alien -- it sounds like its really Noah Hawley's project.
