    Not sure. I think it should probably be set to true; which, I'm pretty sure is what you did this morning. I may have found a workaround. The rates for the farm are going straight to hell tho. ( ._.)

    in 1.21 you can just allow-unsafe-end-portal-teleportation

    Also the following settings need to be changed in paper.yml
    Under unsupported settings

    allow-permanent-block-break-exploits: true
    allow-piston-duplication: true
    allow-unsafe-end-portal-teleportation: false
