Poké Transporter GB is a transfer tool for created to transfer Pokémon from Pokémon Red, Blue, Yellow, Gold, Silver, and Crystal to Pokémon Ruby, Sapphire, FireRed, LeafGreen, and Emerald. Poké Transporter GB is designed to emulate what GameFreak may have released should they persued it. Many inspirations were taken from the Pal Park, PokéTransfer Lab, and PokéTransporter to keep a "GameFreak" feeling.

So there's no single standard for what's allowable in competitive play, but it's fair to say Nintendo and Smogon are the two biggest organisers and neither of them would allow Pokemon you can't actually obtain using just physical games and transfer via the supported mechanisms to the game the contest is using for its ruleset.

Smogon are fine with you just generating a possible Pokemon, Nintendo expect (though can't actually enforce) that the Pokemon was caught and bred in game.

Since there existed a way to get, for example, a surfing Pikachu through Pokémon Box in gen3, a Surfing Pikachu transferred via this software would be legal in gen3 smogon tournaments.

Huh... Does "possible to obtain in-game" include glitches? Because if I recall correctly, doesn't the Gen II clone glitch involve the original moveset of the Pokémon that gets transformed? I vaguely remember someone saying they used the glitch to make a Flareon or Jolteon with actually decent moves.

I'd assume it's banned. But if not, that would make for one fun tournament to spectate (and one frustrating one to actually participate in).

Do they consider it legal to duplicate Pokémon?

I don't know about Smogon since I haven't been keeping up with their competitive rules, but for Gamefreak's built in ranked play, they would most likely be illegal, yes.

Well... technically. You might be able to use the specific Pokémon, but you wouldn't be able to use any special moves that they would bring over due to needing to reset a Pokémon's moveset before using it in ranked. In Scarlet/Violet, it even resets the moveset the second it reaches the save file, though it will revert to what it had before if you send it back to Sword/Shield (while still keeping the S/V moveset if it goes back). And really, the only special thing you can get from Gen 1 or 2 would be moves as abilities hadn't been invented yet.

Though, there's also the fact that Gamefreak will supposedly just "Bad Egg" any "illegal" Pokémon that ever reach Pokémon Home in the first place... Whether they have the metadata to survive this process though, I have no clue.

However, a Pokémon in Scarlet/Violet must be battle-marked prior to being entered in a tournament. When the Pokémon is marked then any legacy-only moves, abilities etc are reset to what is possible in the current generation.

I never played competitively, but I wanted to do something like this one day, playing through every game in the series and transferring my Pokémon with me.

I even wanted to do the non-mainline games, like Pokemon Stadium.

I looked into all of the different transfer methods. I even obtained a "completely legitimate" copy of Pokemon Box, a transfer game for GameCube that was only sold in Pokemon Centers (physical locations) that would allow moving Pokemon from the GBA games around.

But now I'm at a point where I've just lost interest. I don't really want to grind through the games anymore. There's just too many other games in my backlog that seem more enjoyable.
