Is there a legitimate place to buy Steam keys in bulk?
Company I work for has game nights (with prizes) as team building, mostly play free games, but occasionally a paid game as well. This week's game is paid and am looking for a place where I can buy about 20 Steam keys for the game that's legitimate.
Steam will only let you gift a game if you're friends with them on Steam, which complicates things and would be a pain.
Game is Move or Die in case that matters.
Have you asked the publisher if there's a way to buy from them in bulk? That's the only thought I really had.

Try their social media accounts as well, sometimes devs dont check both
It's my understanding that isthereanydeal.com only lists authorized sellers/vendors, so that would be where I would start. Not that it's necessarily designed for people looking to buy bulk keys,
but I don't think anything is stopping you from doing that as the stores will generally just give you steam codes for the games anyway.Never mind, it appears most stores will only let you purchase a single copy!It looks like there are a few stores that have a pretty steep sale for Move or Die right now as well

Most of them have hard limits of 1 per order. Which is incredibly annoying actually.
Yeah, that's what I've found as well. Most I can buy at once is 3 on Newegg with a warning that it's "Limit 3 per customer".
There is a specific 4-pack, not sure how that one works but perhaps worth looking into?

Ah, that is unfortunate. I usually use greenmangaming personally & I've purchased multiple keys from them before, so I just assumed that was a universal policy, though even checking now it appears even they do set some limits depending on the game (guessing related to games being on sale). My mistake for not digging more into it!
Most legitimate sites will be listed on IsThereAnyDeal. I'm not sure if any of them will let you add multiple copies/quantities to your cart.
However, this particular game seems to be "sold out" on all of these sites, which means the number of keys they were provided have been exhausted. So in this scenario I think you're stuck with doing it within Steam.
Edit: I also want to add that illegitimate key sites are often fronts for money laundering, among other concerning behaviors that may include reduced profits for game developers.
To add to this, GG.Deals is similar to ITAD and also has a little toggle in the upper right side that can disable Keyshops (I usually check both sites to compare coupons) and if anyone wants to buy from keyshops (don't) they have the risks listed for each site, for example unknown sources of the keys, hidden fees, EU VAT that isn't specified in the initial price and such.
I keep seeing Nuuvem and gamebillet around. They're even listed on isthereanydeal, are they generally considered legitimate?
Gamebillet definitely is. If the other is on ITAD, then most likely.
In addition to other comments:
IF this is a regular occurence for the company AND you have someone technically inclined, Steam also offers the possibility to host a server and actually have floating licenses instead of gifting the keys to players.

Well for starters, Move or Die keys seem to be out of stock everywhere.
Resellers, official ones, are somewhat stingy with order counts but check isthereanydeal.com to see if there's a reseller that lets you fill your cart.
Newegg allegedly has it in stock and has a limit of 3 instead of 1. Not exactly what you’re looking for, but it might help?
