I am essentially convinced this is a route to destroying the secondary market spun by Microsoft as a good thing and to ween people off of discs over time. I hope I am proven wrong.
Because once a physical disc is tied to an account, I can't imagine they're going to let a second person do the same with the same physical disc.
Maybe the disc could still be used by someone else just not linked to an account anymore. If that's the case then the secondary market still exists also becomes a secondary/lower tier of ownership that doesn't get the same experience.
edit: while i don't have proof other comments suggest they move ownership to the most recent account that boots the game
Whoever most recently boots the disk takes ownership of the copy. So if you claim owner ship and then stuff the disk in your attic, your account will own it forever. If you instead sell the disk...

Never being able to see what your friends are doing, play any multiplayer game, download DLC, download patches, or buy anything from the online store is an insane penalty for what, $20 on eBay from selling the old copy?
Remember, almost all games, including physical games, do not have all the data on disk just from size constraints, not to mention they all have day 1 patches that fix critical bugs.
You’d only be able to pull this trick once, and you’d never be able to play a new game on the console. You’d brick your entire Xbox just to be able to sell 1 game. Who is doing that?
At most, maybe someone being cheeky who’s going to get deployed in the military or something. But that’s well within the limits of acceptable loss.
What is stopping people from doing that? Mandatory "Connect once a month or console won't work" which is likely to be already present in their firmwares or will be in the future.
