    This protection needs to extend everywhere. I worked for a school a while back and it was absolutely absurd how teachers were treated by parents, even worse than the students. It's no wonder where students are learning that kind of behavior that's contributing to teachers flocking away from the field.

    Hwang Bom-yi of the Gyeonggi Teachers' Union says the burden of dealing with parent complaints falls solely on teachers. There is no institutionalized response system or obligation for school leadership's involvement," Hwang says.

    She says an increasing number of such complaints end with parents filing a criminal complaint against teachers for emotional or physical child abuse.

    The law punishing child abuse was enacted in 2014 in the wake of a series of fatal domestic child abuse cases. It allows anyone to report any adult for the crime based on suspicion alone. Although the law was originally intended to protect children at their homes, Hwang says, it is too easy for disgruntled parents to abuse the law to harass teachers over instructions or disciplines they find unpleasant. And teachers cannot hold them legally accountable for false accusations.

    I was a principal in a school that based part of its solid reputation on the fact that we had strong school discipline policies. Parents came to our school specifically because we didn't let things just slide and since it was an independent school they knew and the students knew they could ultimately be expelled. But we had the full backing of our board, our teachers and the parents and the students enrolled knowing and signing on to the school's discipline policies. I can't imagine how hung out to dry I would have felt if a disgruntled parent could just make a false accusation and leave me to deal with it without any other support. I'd be protesting too. Or quitting.

        It means the students were well aware of consequences that would be no big deal at most schools. Eg. When a student was caught smoking at a business across the street from the school, he was still disciplined with a formal meeting with his parents and suspended for two days. The students had uniforms, the business was well aware of who was smoking on their property and smoking was against the school's rules. Because he was in uniform he was disciplined. Even things like swearing at a teacher would get an in house suspension. Generally, 'we don't tolerate insolence or disrespect here'
