Suggestion: Notify topic submitters on Topic Log–related changes

I suggest that if a user other than the topic submitter makes a change to the topic that is reflected in the Topic Log (e.g., tag/title/group change), then the topic submitter receives a notification.

This may or may not apply to topic deletion and/or topic locking—to be discussed.

    I would definitely like to be notified on every change to topics (and comments) I've submitted. I would argue that tag changes should notify the user so that they can learn how to properly tag in...

    I would argue that tag changes should notify the user so that they can learn how to properly tag in future. This way a user can learn by paying attention and also by example of what they're seeing. cc /u/deing
