Tokyo-based Sony initially had intended for it to function as a standalone device like Valve Corp.’s Steam Deck, the people said.
But they decided to abandon this idea it seems.. Or maybe there will be small list of games that can be played without streaming? But, again, we have mobile phones for it..
Upd: looks like it will be portable console with streaming via internet. Thats why I think it can't be rival of Switch because in a sense Switch is "really" portable, i.e. no streaming, no requirements for good internet speed and latency apart from multiplayer games.

What are you confused by? That is what they’re trying to do, per the Bloomberg article, but it will be standalone (if it ever exists). No wifi or streaming needed. Also per the article.

The PS Portal already exists, there wouldn't need to be a reason to report on them reportedly working on a device that does exactly what the PS Portal does.

Given the PSP was arguably a bit ahead of its time, I could see sony pulling this off. I wouldn't bet on it though.
The PS Vita is probably still my favorite handheld console, but because of how they handled that I no longer trust Sony enough that I would ever buy into anything new they put out.

A bit sad how Sony had two portables to learn from and Xbox had an entire monopoly on PC gaming OS's (of which had a variety of portable PCs over the decade), but we're only now talking about an idea that Valve took mind-share from some 15+ years afterwards. And now they are thinking of competing with valve 10 years too late.
Like what really happened? I can understand a Vita 2 being too much of an investment for many reasons, but classic emulations been a thing for a while. They took the time for a cloud streaming portal, but why make it pure streaming instead of at the very least throwing some vita-esque hardware in it and letting it be able to play some classic games too? I don't particularly like the form factor, but it undeniably looks comfortable to play pretty much all PS1/PS2/PSP and 99% of PSV games on.
(and yea, I know about the PS classic, but that was more of a novelty than something meant to be a general gaming console)

That's how I read it too, also It looks like the article is saying that they will use the Portal as base to built this new thing.
