Sign-ups for the group itself will NOT close and will continue to be available on an invite-only basis.
IMPORTANT EDIT: It is more than okay to join the group even if you do NOT intend to gift games to others! Please join if you want to receive games. Gifters love to have an eager audience to gift to!
For certain events (such as Not-So-Secret Santa) gifting is necessary for those choosing to participate, but these are always optional. Membership in the group and accepting freely given gifts requires no burden of gifting on your behalf.
ALSO IMPORTANT EDIT: Not-So-Secret Santa has a buy-in of under $5 USD. Though gifters can certainly choose to gift a more expensive game if they prefer, each participant is including at least one game on their wishlist that is less than $5 USD in order to minimize the people who are priced out of participating.
With @Deimos's permission, I have started the Tildes' Steam Game Gifting Group and am beginning its first event: Not-So-Secret Santa!
In proper Tildes' fashion the group is invite-only at the moment, so if you would like to join, please reply here or PM me with a link to your Steam profile or your Steam username. I'll have to friend you to send you the invite, but you don't need to keep me on your friends' list after you've accepted it if you don't want to (I promise I won't mind!).
I envision the group being used for specific events (like Not-So-Secret Santa), random giveaways, and group-limited lotteries (using the platform Steamgifts).

The group is invite only at the moment (and likely for the forseeable future). Steam only lets you invite friends to groups, so I added you to my friend list and can invite you after you accept it. You do NOT have to remain friends with me after you're in the group if you don't want to!

Unfortunately I'm broker than broke right now (literally less than a dollar in my bank account, zero income, my paypal account is frozen, and I'm sleeping on a friend's couch) and can't contribute in a secret santa sort of thing.

Also, I edited the main post, but in case it wasn't clear there's no need to giveaway games yourself to be in the group! Some specific events will require it, but membership alone does not (and that goes for accepting general gifts from others too). The way I see it, the more people I'm able to gift to on there, the merrier!

Everything is relative. I've been worse, so by comparison I'm doing pretty good right now.
I'm warm, have food in my belly. Objectively my life isn't going great, but I honestly can't complain.
Plus, now I have a pixely RPG to play right now that'll distract me from bigger issues, so I've got that going for me, which is nice.

Yeah, it's pretty good so far. I'm impressed that it has full linux support, and full support for DS4 controllers. I've been having issues with a lot of steam games lately not working with my gamepad, but I'm super happy Hyperlight Drifter worked out of the box.
So far the game is really pretty. Really moody. Really atmospheric. Almost too much at times. It's a little bit frustrating that the ingame text isn't in a real language and you sorta have to interpret it as you go, but I'm only like a half hour into it so far and I'm assuming things will make more sense as I go. Great soundtrack so far.

No, so far it seems like there's no actual text in the game, though I'll admit I haven't played much further since my previous comment. I guess the canon is that the protagonist is from a different era and doesn't understand modern language.
When giving away humble bundle games, do I have to use the gift to a friend option or can I just get the key? Is it linked to my account in any way?
TBH, I have never actually used the "gift to a friend" option on humble. I have always just generated the keys and manually copy/pasted that to send to people. But I imagine either option would work just fine.
AFAIK giving away the key directly is against Humble's TOS, but I don't think they really care for low-level individual use (they probably care more if you're trying to buy things in bulk). I've done it before with no issue, but I use the gift links now just to be on the safe side.
The only issue that I could see coming about is if you gave away a key that didn't work, and then tried to get a replacement through support. People on Steamgifts have reported Humble support dropping the support request once they revealed that the Steam key was not activated to their own account. Outside of this situation, however, I'm pretty sure Humble has no way of knowing whether you or someone else uses any given key.
With regard to the gift links, if you want to see what one looks like from the other end, let me know and I can PM you one. I don't think that it reveals the account of the sender, but I'm not entirely sure about that.

With regard to region locks, are you blocked from giving all games or only certain ones?
Pretty much all I tried. According to this, it should warn me when sending the gift. It also warns me if I try to send directly to someone.
Interesting. I thought the region-locking was more on a game-by-game basis. Do you know if you'd face the same restrictions if you were to instead buy a Steam key for the game from a place like Humble/Fanatical?
Those places offer international keys AFAIK, never had an issue redeeming any of them.
I'd love to participate in the group as well, if not the secret santa than another one. Or just give away some games from my Humble List, currently just randomly giving some away via steamgifts occasionally.

I just thought of something @kfwyre. I really, really don't need any more games at the moment, since my backlog of unplayed games is already enormous... but I would still like to participate in Not-So-Secret Santa by giving someone here a game they want for Christmas. So do you think it would be okay if instead of listing games I am interested in, I instead listed a few Charities/Non-profits people could donate to instead?
I would also be willing to send someone a game if they don't receive one from their Santa as well. I know Reddit's Secret Santa allows people to sign up as "Rematchers" in case of that event too, which might be a good idea to do here as well.

I don't think I was very clear in my original post, so just in case anyone opted against joining for financial reasons:
You can join the group and accept giveaways without ever gifting games yourself. It is perfectly fine to join the group with the intention to only receive games.
This isn't meant to be a trading group or a "pay it forward" type thing, though some of our optional events will be like that (as is the case with Not-So-Secret Santa). This is instead meant for games to be given freely with no expectation of return or reciprocity, and I would love nothing more than for them to end up in the accounts of people who want them or have difficulty affording them. Don't feel like you can't join if you can't give -- you're in fact exactly the kind of person I'd love to have in the group!

I didn't really have a specific time. I figure most people have seen this by now, so probably everybody that wants to join is in -- I don't see a lot of people clamoring to get in under deadline.
