Gokujo Parodius aka Fantastic Journey (SNES) is mad, totally unhinged, and a hugely enjoyable shoot 'em up.
Suzuki Bakuhatsu (PS1) is a bomb-diffusal puzzle game. But the scenarios are totally unexpected and often very wacky and fun. How about a bomb hidden inside an orange? Yup!
ExciteBots - Trick Racing (Wii) arcade racing with a barrage of mini games/tasks around the course. Bonkers. Still playable online using Wiimmfi.

Smashing Drive (GC, Xbox) People see the taxi and assume it's like Crazy Taxi, but it's not. It is more like Out Run - a point to point racer. It's set in a weird world where King Kong appears and you can crash into his nuts. A barrage of sound and noise and great fun to replay to find new shortcuts and try to beat your high scores. Mad music, too. Ooga Booga (DC) is a sort of arena battle game with lots of modes, one of which has you playing a sort of game of polo whilst riding around on the back of a wild boar. Can still be played online.
Osu! Tatakae! Ouendan (DS) I prefer the two Japanese games over the Western rebrand Elite Beat Agents. These are rhythm games with wild storylines and great music.
LocoRoco (PSP) is a great, fun, weird physics platform puzzle game. Maybe not wacky enough? Great fun, a little annoying to control, but with great music.
I would also argue that Mario Galaxy 1&2 (Wii) and Mario Odyssey (Switch) are also wacky and offer a lot of unexpected and funny scenarios.

Grim Fandango was such a wonderfully fun game.
I'm gonna piggyback here and say everything made by Double Fine or by the people who would go on to become Double Fine (includes Grim Fandango). Just a bunch of people with a good sense of absurd humor who clearly enjoy what they do and are good at their jobs.
TES 4 Oblivion. The radiant AI is just beautiful.
I mean I love the game besides the silly AI, but it just adds so much charm to it.
A simple one I grabbed on a whim when it was on sale for the developer's birthday: Later Alligator. You're going around meeting this kid's relatives and playing a bunch of mini games. The trailer gives you an idea of its humor.
I played Guacamelee with my brother over the summer. It was fun, and we had some good laughs.
Probably Patapon. It’s the only beat series I’ve played. I’ve loved listening to their language. I’m excited for the spiritual successor from the creators that’s coming to the switch, Ratatan.

One of the few PSP games that I actually remember. It was really clever and creative. Glad to see there's a 'sort-of' sequel in the works.
Duck Game! The multiplayer is so frenetic and fun and you can just keep playing forever.
Portal and Portal 2 have some fantastic comedic writing.
Pony Island - not sure what to write about it, it's a really unique game. Tonally kind of dark but it's very absurd and has a lot of cool ideas. And if you have the right sense of humour it's also very funny.
Check out Wuppo. It's a 2D action platformer... I guess? The setting is wacky, the art style quirky... I enjoyed it.

Roundabout is a game that casts you as a taxi driver, but the taxi is constantly spinning around. You have to drive carefully and time your movements to work with the speed and direction of the rotation to get your fares to the destination without incident. Between levels you get some really special FMV cutscenes too. It's a good time!
Sadly I just couldn't get on with this compared to the razor sharp precision of the game series is copying: the OG Kuru Kuru Kururin (GBA), the best in the series Kururin Paradise (GBA), or the 3D version Kururin Squash! (GC)
The Saints Row series. There are a ton of random sequences that were so utterly absurd and inappropriately hilarious. The chariot race sequence in #4 still brings a smile to my face!
Octodad is a fun little nugget of goofiness. It's like QWOP with 8 limbs and the nature of its mechanics along with its premise alone makes it silly and fun (you're an octopus trying to pass as a human, now try to go grocery shopping). You can get the hang of moving as the game goes on, and it's not perfect as far as polish goes, but it is smile inducing. It can also be an interesting compatibility test with friends if you try the multiplayer mode...
Very NSFW, but both Genital Jousting and Mount Your Friends are extremely fun, wonderful games to play drunk with your 30-something friends

There is some sinister dark magic type things going on sort of that's hard to skip, but it's text based and you can easily gloss past them. :/
Who's Your Daddy is hysterical. I can only play it occasionally with friends because we spend most of the time rolling on the floor laughing.
My recommendation is Broforce. You will die a lot, but it's a great time with friends and you can't even get mad at dying in the game because it's always sudden and usually funny. Plus there's always that chance of a crazy last-second save winning a level.
A real oldie I havent played since I was a pretty young kid: Pickle wars
It's a classic sidescrolling shooter, but I've always found the concept hilarious. Also, I've never met anyone who's heard of it; I have no clue how or why my guardian got it and passed it along to me.
I have to plug Vib-Ribbon as a really weird game that tried something original. Probably really hard to play anymore, but it scratched a similar itch to Katamari for me
