So I cheated and plugged the board into the Lichess's board analyzer, which both found the solution and reminded me of the right syntax for it.

Rule 16 says "Your password must include the best move in algebraic chess notation." and shows a chess board, with a randomized board state. This is where I personally failed as I am not familiar enough with chess to realistically solve it.
Rule 17 says "🥚← This is my chicken Paul. He hasn't hatched yet, please put him in your password and keep him safe."
Rule 18 says "The elements in your password must have atomic numbers that add up to 200."
(at some point, probably here, your entry field is given some formatting tools)
Rule 19 says "All the vowels in your password must be bolded."
Rule 20 says "Oh no! Your password is on fire. Quick, put it out!" and fills up a bunch of fire emojis in your password input box. Apparently, Paul can burn if you do not clear the fires fast enough.

Please don't forget to feed him, he eats three 🐛 every minute." - At this point, I believe the egg emoji is automatically replaced with a chicken emoji, and you will have to add 🐛🐛🐛 to the password every minute while you're solving other rules or it will fail. As Paul eats them, the bugs actually disappear from your password in real time. You can overfeed him by trying to add a large amount too fast.
Rule 24 says "Your password must include the URL of a 24 minute 7 second long YouTube video." - have fun searching for one while keeping Paul fed... It's also likely to fuck up your roman numerals or other prior answers. Also, the time is randomized, so you can't just borrow someone else's answer which solved, as yours will likely require a different duration video.
Rule 25 says "A sacrifice must be made. Pick 2 letters that you will no longer be able to use." and a keyboard is displayed where you click 2 letters and then click Sacrifice.

At the end, which is after Rule 35, it asks you to confirm your password, basically, by opening a second text field and starting a bomb, which supposedly is 2 minutes. I suspect the player may not be allowed to copy and paste, here. The password must be entered exactly correctly as a copy of the first, and I'm not sure but I suspect the temporal rules may still be maintained, such as the current time and feeding Paul.
The country, chess, youtube, and possibly elements of other rules are randomized so you won't be able to rely on other people's answers.
Some users reported that an illegal move on the chessboard was part of the captcha, producing an unwinnable condition, but apparently the captcha can be rerolled at any time.
Some users reported that the country they received in Rule 14 had a letter that made their roman numeral rule 9 impossible (in the example, it was the C in "Cambodia" putting their roman numeral total well above their required 35.) As it turns out, it will accept the country name in lowercase, avoiding this issue.

I use Privacy Redirect to redirect all YouTube embed requests through Invidious instances. Rule 24 loads a video directly into the page to verify its running length. But it doesn't know how to interact with the Invidious player and gets stuck in a loop. Since I can't disable the plugin without refreshing the page (and losing my progress) I threw in the towel here.

This is a great game, both making fun of password requirements and actual fun. I found it to be a test of internet skills like searching, geoguessing, how text fields work. If I didn't know it, I searched and found it or something that would output it.
Edit: Round 2 - Made it to 24 and took too long trying to figure out how to search by duration. Paul was not hard boiled, but I forgot to set my hourglass and he starved. Q_Q

Every instance gives you a different board. Same with a lot of the tests like the geoguesser.
I guess I got lucky. I only had to move a few feet in the geoguesser to see a sign that told me it was in Jordan.

If you right click > inspect element on rule 14 and keep opening the nested div’s until you get to the iframe, you can get the Google Maps embedded link. The link should include a segment that looks something like this !1d3.2375917!2d101.684043. Get rid of the !1d and replace !2d with a comma. Then, you can paste the lat-long into Google Maps to determine which country it is

bless, this was what I was trying (and failing) to figure out. I was refreshing the page until I got one that I could walk around in and get readable text. One was in Spanish and I tried translating it since I speak Spanish somewhat, and then googling my translation, then realized I'm an idiot and googled the original Spanish text, and got the answer immediately. The next one that worked for me, I just recognized the Japanese alphabet so that was easy enough.
But both times I died to Paul so....gg.
Got to Rule 23 or 24, not completely sure. This is really2 hard, surprisingly action packed, had to juggle using a paper and pen, 2 browser windows, and my phone.

I'm curious what other ridiculous passwords people have had to make to get this far.
I made it to the YouTube video, found one that was close enough to 33:34 to count, but that screwed up my Roman Numerals and elements because of C and W. Then Paul didn't make it. Poor Paul :( Definitely don't recommend playing on your phone like I did. Thankfully when you bold your vowels it doesn't care if you bold everything.
I overfed Paul while looking for the video and was so sad. I played on mobile, as well, but couldn't get the video URL in a feasible amount of time. That rule specifically would be a lot simpler when using a PC browser.
I accidentally killed Paul! What a bummer... Thanks for posting this! It was a fun distraction from my normal workday for a bit lol. I'll have to get back and try again soon.
Anyone know how if there's a way to search YouTube videos by length?
I made it to rule 24 and was thwarted not by the game's difficulty, but by one of my browser extensions conflicting with the game such that I could no longer proceed.

I use Privacy Redirect to redirect all YouTube embed requests through Invidious instances. Rule 24 loads a video directly into the page to verify its running length. But it doesn't know how to interact with the Invidious player and gets stuck in a loop. Since I can't disable the plugin without refreshing the page (and losing my progress) I threw in the towel here.
I got to Rule 32 before I began to suspect that it's not something that can be done in an hour. It was fun, but please remember to give up when you have wasted enough time!!! There was definitely a sunk cost regret feeling in giving up.

if they're checks. There are 193 possible positions.I got to about Rule 7, and then stopped. I didn't see the point. It's called a "game", but this didn't feel like a game to me. The rules kept changing, there was no goal, and, most importantly, I wasn't having fun.

I think the goal is pretty clear, to create one string that matches all the rules. The rules don't change, more get added, and it's the whole point! Obviously there's nothing that can be done and nobody can judge if it just wasn't subjectively fun to you.

This is a great game, both making fun of password requirements and actual fun. I found it to be a test of internet skills like searching, geoguessing, how text fields work. If I didn't know it, I searched and found it or something that would output it.
Edit: Round 2 - Made it to 24 and took too long trying to figure out how to search by duration. Paul was not hard boiled, but I forgot to set my hourglass and he starved. Q_Q
I'm currently enjoying Pippa Pipkin's stream of this where she managed to glitch Paul into eating equals signs somehow.
